what is kept
The height follows the width, so the picture is never stretched. Every frame keeps its own delay and the loop count is kept. To change the shape, crop the GIF first.

Can I change the shape, not only the size?
Not here: the height always follows the width, so nothing is stretched. To change the shape, crop the GIF first and resize the result.
Is there a limit?
Yes, on pixels rather than on the file. Every frame is decoded and encoded again, and the time grows with every pixel, so the page allows 16 million pixels in total in what it reads and in what it writes, and says how many frames fit when a GIF is over.
Is my GIF uploaded?
No. It is decoded, resized and encoded again in this tab by an image engine that is already part of the page. Nothing is sent to a server.
