Questions

Is my image uploaded?

No. The image is read and turned in this tab by an engine your browser downloads once, and the file you save is made in your browser’s memory. Nothing is sent to a server.

Does rotating lose quality?

A quarter turn or a mirror moves pixels without changing any of them, and PNG is lossless, so a PNG keeps every pixel. A JPG or WebP is encoded again at the quality you choose, and that encode is where any loss comes from — not the turn.
